A lot of Netflix traffic comes from CDNs and ASNs other than Netflix. While putting a cache server may be beneficial, it still doesn't tell you whether that traffic has gone away or shifted to other networks. It may even be costing said ISP more depending on who their upstreams are and what those links cost.
Unfortunately there is no way to cache Netflix traffic without either having their OC caching boxes on your network (which you don't appear to qualify for due to size) or doing man-in-the-middle TLS decryption for all of your users which is probably also not a realistic option.
